Provision of an Arboriculture Services Framework

The Councils are seeking to award a framework agreement for the provision of an Arboriculture Services Framework within the boundaries of the three local authorities and for external clients (across South Wales). The Councils manage thousands of trees including those on the highway, parks and open spaces, Countryside areas, Social Services establishments, car parks, schools and Estates land. In order to fulfil its duty of care it seeks to continue to assess and maintain trees in its ownership with regards to their health and structural integrity. In addition, the Councils undertake landscape maintenance work for external clients including some of the major housing developers across South Wales. The framework will encompass a wide range of tree survey and maintenance services for existing trees as well as the supply of trees and shrubs. Work tasks under the framework will be raised on an ongoing basis and will be very varied in scope and scale ranging from one off specialist tree operations to routine maintenance of trees.

Milton Keynes City Council is seeking a supplier for the improvement of the existing local play area at Hanslope Recreation Ground. The site is located at the play area within Hanslope Recreation Ground, Hanslope, Milton Keynes. The play area forms part of one of the district’s key green spaces and is well integrated within the wider recreational setting. The site is bordered to the north and northwest by residential properties, with Castlethorpe Road beyond, and to the east by residential properties adjacent to St James Close. To the south are the wider Hanslope Recreation Ground, community centre, outdoor gym, Hanslope cricket club and sports field, and the Hanslope Multi-Use Games Area (MUGA). The project involves improvements to the existing local play area as part of the Council’s city-wide play area refurbishment programme. Natural England is seeking to appoint a suitably qualified and experienced contractor with a demonstrable track record of working on designated sites, specifically Sites of Special Scientific Interest (SSSI) and Special Areas of Conservation (SAC). The appointed contractor will be responsible for the clearance of approximately 2.1 hectares (Gross)of light to mature scrub across three defined work areas within Goss Moor National Nature Reserve. Clearance operations may be undertaken using a combination of mechanical methods (e.g. tree shears/snips) and manual techniques. All arisings will be disposed of via controlled in-situ burning. In addition, chemical stump treatment will be required for all cut stumps exceeding 2 inches in diameter to prevent regrowth. The programme of works is scheduled to commence in late August 2026, with completion targeted for late September 2026. This contract forms part of a wider habitat management programme aimed at removing scrub and semi-mature tree encroachment from priority wetland habitats. There is potential for scope expansion within the same area, subject to the successful delivery of the initial works and adherence to programme timelines. Timely completion will be a key performance indicator, and strong delivery against deadlines may result in the allocation of additional clearance areas under this contract.

The Council has identified its requirement to establish a Framework Agreement (“Contract”) to appoint three (3) suitably qualified and experienced Contractor’s. Sandwell Metropolitan Borough Council (“the Council”), under the care of the Council’s Urban Forestry Unit deals with the inspection and maintenance of the Council's tree stock. These works are primarily on highways, parks and open spaces, although they do carry out work on all other Council land where trees are located at the request of the Land Manager. Additional work is undertaken for the Neighbourhoods Directorate within the gardens of tenanted homes and sheltered accommodation, Sandwell Leisure Trust, Cultural Services, Sandwell Education Authority and Highways Maintenance. The Council does not assist with work on trees located on private land unless it is deemed to be dead, diseased or dangerous. All trees that fall under the ownership or management of the Council are protected.
